Demokrasie of Kakistokrasie*

Volgens Wikipedia ~2012 was daar meer as 34 soorte demokratiese regeringsbestelle. Daaronder was bv. “Defensiewe demokrasie, Lukraak-verkose verteenwoordigende demokrasie,

Ontluikende demokrasie, Onliberale demokrasie (stelsel waar daar min of geen beperkings is om verkose verteenwoordigers te verhoed om te regeer soos hulle wil nie), Radikale demokrasie, Totalitêre demokrasie” ens.


In ‘n artikel, „WorldSavvy: What is democracy” word die volgende breë, gesonde verstand beskrywing van wat ‘n demokratiese regeringsbestel behels, gegee –

„The concept of democracy is often expressed in terms of ‚thin’ and ‚thick’ definitions. At its most fundamental (or thin) incarnation, democracy is synonymous with popular sovereignty or majority rule: a system of governance in which the people choose their leaders by casting votes. Also known as electoral democracy, this definition describes the processes by which a government derives its authority or mandate. But, most agree that this is only one piece of the equation. What the government does with this mandate, how it rules, and the outcomes that are produced must also be factored into a (thick) designation of democracy. Die „Democracy Index” is ‘n indeks wat deur die „Economist Intelligence Unit”, ‘n private metingsinisiatief, saamgestel is en wat die stand van „demokrasie” van demokrasieë in 167 lande reflekteer. Eenhonderd ses-en-sestig van daardie lande is soewereine state waarvan 165 Verenigde Nasies lidlande is. Die „Democracy Index” word deur baie inisiatiewe as gesaghebbend beskou.


Volgens die 2011 verslag van die Democracy Index was daar 25 volwaardige demokrasieë in die wêreld, wat verteenwoordigend van 15% van die 167 lande en 11.3% van die wêreldbevolking

was. Dit is insiggewend dat die 25 volwaardige „demokrasieë” in wese óf ‘n monargistiese óf ‘n republiekeinse regeringsvorm het, lande met ou gevestigde regeringsbestelle soos Noorweë, Ysland, Swede, Verenigde Koninkryk en die Verenigde State. Indien bedoelde 25 lande buite rekening gelaat word, is die res, nl. 142, óf onbevredigend óf totaal gebrekkig; hoegenaamd nie suksesvol nie.


Die 2015 verslag van die Democracy Index toon dat daar 20 volwaardige demokrasieë in die wêreld, wat verteenwoordigend van 12% van die 167 lande en 8,9% van die wêreldbevolking was. Derhalwe ‘n agteruitgang in die persentasie volwaardige demokrasieë.


Die vraag is waarom ‘n demokratiese regeringsbestel dan so opgehemel word as ‘n regeringsvorm van uitnemendheid as daar slegs 20 lande is wat as volwaardige demokrasieë geklassifiseer is of dink iemand dat die meerderheid van die 147 lande wat nie volwaardige demokrasieë is nie, dalk binne die volgende 300-400 jaar in volwaardige demokrasieë gaan ontwikkel? Lê die harde werklikheid nie opgesluit in wat hieronder aangehaal is nie?
